If the PAN card is stolen or lost, then you go to the official website of NSDL https://www.tin-nsdl.com/.
Here you fill the information of PAN number, Aadhaar number and date of birth.
After this fill the captcha and submit.
After this a screen will open in front of you in which you will have to enter your address and pin code.
After this, OTP will come on the mobile number, enter it.
After this pay Rs 50.
After this you will be asked for some more information which you should fill.
After this, a slip will come in front of you, which you can download and keep.
Your duplicate PAN card will come from your home address.
