IAS Ashok Khemka, who was in the news, had demanded his appointment in the central panel. Which has been rejected by the Department of Personnel and Training (DoPT). Regarding this, it has been said that Khemka does not have experience of working in the center.
Senior IAS officer Ashok Khemka, who remains in the news due to his transfers and comments, is again in the discussion about the demand for appointment as an additional secretary at the Centre. Let us inform that Khemka had demanded to be made in his posting center. Which was rejected by the Department of Personnel and Training (DoPT) on the ground of ‘no experience of working in the centre’. 1991 batch IAS Khemka is currently the Principal Secretary, Archives, Archeology and Museums Department, Haryana.
Khemka had filed a petition in the Punjab-Haryana High Court seeking his appointment. On which the High Court, in a direction on August 24 this year, had asked to give a representation to the Center in two weeks regarding the appointment of Ashok Khemka as additional secretary. On this, the court had also directed the central government to pass the speaking order, taking a decision within a month.
In the representation filed on September 2, the officer wrote that, “My honesty has been my biggest sin and I have been punished for this sin. Through this representation, I humbly request you to consider appropriate and timely for empanelment of me as Additional Secretary”.
The DoPT, in its affidavit on Khemka’s plea, said that since Khemka has “nil” experience of working in the central government, the appointment cannot be considered. Explain that to be included in the Central Panel at the level of Additional Secretary, an officer must have at least three years of experience at the level of Deputy Secretary and above.
However, in April 2016, it was decided that any officer who has experience of more than one year, his name can also be considered for appointment as Additional Secretary, but he should be posted at the Centre.
Hence, on Khemka’s request, the Committee found that Khemka has ‘nil’ experience as he has never served on central deputation. Let us tell you that the famous IAS officer Khemka has faced dozens of transfers while living in Haryana.
